How about Frank Oz for The Understander of Legends. Or some of the voice talents from The Dark Crystal.

Crispin Freeman, hmmm not a bad choice but what do you think of Tobin Bell ("SAW Series" Jigsaw) or Doug Bradley as Quellor's voice? or James Woods as Tweeg?
Frank Oz would make a good choice.

Absolutely not. I want nothing associated with that torture porn series to be associated with my Teddy.
Ooh, I know! Tim Curry for Quellor!

Still on topic so long as we don't delve deeper into Hellraiser or Saw.
That said, Quellor's voice has to be evil, yes, but at the same time he had a kind of human warmth to it that made him a villain we liked. Can't choose a voice that's tied to an unwholesome character or else we'll immediately think of that character instead of Quellor. Also we can't choose a voice that's too evil or else the target audience we're going for, the kids that were our age way back when, will be traumatized each time they hear the voice. Not a good idea.

Okay, here's my $0.02.
The main problem with those voices is not that they are unwholesome. We have all seen actors go from very wholesome to unwholesome, or vice versa in an attempt to make themselves more "diverse". I really don't like to judge movies, actors, or characters based on their "wholesomeness" as I like to enjoy a variety of entertainment. I think we all do.
In any case, the main issue here is the connotations those voices bring to their respective characters. The guy from SAW has his voice warped, which could really be done to anyone's voice to sound the same. And while children may not have SEEN those movies, they know what they are, and they know that voice. It's not so much affecting Quellor as a character, it's the fact that a voice like that will immediately jar the audience out of the film, because they will not be introduced to Quellor, but "That guy from SAW".
Frank Oz is the same deal here, only moreso. Kids will either think of Yoda or Grover from Sesame Street. It immediately takes you out of the story, the experience, by referencing something outside of the world of the story.
I think the Teddy universe would benefit from some "Peter Jackson" philosophy. Not so much in the sense of a three-hour epic, as in the use of lesser-known actors for those iconic roles. Really, who had heard of Orlando Bloom, Sean Bean, Vigo Mortensen, Billy Boyd, or several of those other actors before "The Lord of the Rings"? Yes, the film had Ian Holm, Cate Blanchett, Ian McKellen, and Hugo Weaving, but the main characters (the Fellowship of the Ring) was portrayed mainly by lesser-known actors. Those same actors are everywhere now: especially Orlando Bloom and Vigo Mortensen.
I agree with this philosphy for Teddy: let someone create a legacy for themselves through these characters. Keeping the voices new and fresh will avoid association from any other product, giving Teddy a unique appeal all his own.
Because, really, who had heard of Phil Baron before 1985?

Good point and it's something I have always advocated for new or returning projects. New talent, people we have never seen or heard of before, could just bring that fresh edge that everyone looks for. Voice talents are especially interesting in that sense since we never see a face. It takes nearly half a movie or a few episodes in to be able to recognize the voice. It's a great launching pad for the new and unknown, so yes, new talent would be best.

When a new Teddy production occurs, it will most certainly not be live action, so fun speculation about who would make a good prince arin, etc. is fun but not really within the realm of realism. Afterall, nearly all the characters would only be a small person in a costume with a voiceover even if a live action production did occur. I don't think you can have a costumed Teddy and Grubby and a human being as Arin and Aruzia. That would cause a stark contrast both visually and audibly in the production. For that reason, I don't think we should take thoughts of live action casting too seriously. As far as voice actors go, I think the originals still working, a mix of "Adventure Series" and TV show actors such as (Phil Baron as Teddy & Burl, Will Ryan as Grubby & Tweeg, John Stocker as Gimmick, Robert Bockstael as LB) would be great for return. Most of these are realistic choices as well. I hope John Koensgen, who was Tweeg in the TV Show, stays far away from the Teddy project and I'm sure he wouldn't be asked back anyway as long as Will Ryan was on board (Will was the voice of Tweeg in the adventure series) We would probably only need replacments for some of the secondary characters who'se original actors decided not to return or couldn't be tracked down. I agree that known actors would likely only distract from the characters (and the production budget, too)

I think you are so right, it's much like how Peter Cullen is still Optimus Prime after all these years even in the new TF movies.

There will only ever be one Optimus Prime voice.
