Yay for alliterations!
Anyway, going back to Quellor, we know that he uses the black box to keep law and order amongst MAVO, but does he have any other abilities?
The opening of the cartoon showed him shooting lightning from his hands, but the only time he does it in the show proper is in the Land of Ying arc when he takes the electricity concept from the Sorcerer. I was curious to know if he could only do that when hooked up to that little device or not
Or does he just rely on the black box?

From what I've seen the Black Box is the big and main source of his control. The lightning thingy is just to add to the mythos he's been trying to build around himself, that he's all powerful and evil beyond evil.

The other interesting thing is that Quellor seems to develop super strength when the crystals are all placed in the ceiling of Mavo.

There was always a internal struggle between the two sides (AlchemyII and WoW) over a lot of small things regarding The World of Teddy (Teddy's name even being one of them). Quellor was not part of AlchemyII's original storyline and MAVO was meant to be a group of guys like Tweeg instead of an organization that had any chance of bringing darkness across the land of Grundo. WoW and the TV writers thought that a 'real' bad guy was necessary to have a successful TV show... Ken and the writers decided on a formula that kept Quellor as slapstick as possible while still giving him some evil powers. The lightning coming from his hands in the opening credits is likely there just to add dramatic effect to those credits or perhaps Quellor had a few extra powers when the series' began production that he did not have by the time the shows were completed.
Myself, I am in between the two thought processes on Quellor. I appreciate the moral lessons of having all the bad guys like Tweeg... and the extremely hilarious moments that can come out of that. At the same time, Quellor and MAVO added a lot of adrenaline to the series.

Quellor was one of those rather rare 80s villains who could be utterly hilarious one minute and completely terrifying the next.

Okay, I know this probably won't make me very popular, but I LOVE Quellor. I absolutely LOVE him. Quellor was one of those unique villains that was able to bring such great weight to a series that most people stereotype as being simple-minded, narrow, and simple. He brought such darkness without overwhelming the innocence of Teddy. For me, Quellor brought the series an epic feel. He was a show-stealer in every scene he appeared and I always brace myself whenever he comes on screen. I realize he was mainly a marketing ploy to get the series off the ground, but he wove so well into the series it was hard to tell. I believe him to be a huge part of why the series is so popular among Teddy fans: there was the simpler aspects, such as learning and exploring with Teddy, and then there was the adventure of keeping the Crystals from M.A.V.O. and Quellor. The people behind the series really did a great job of allowing the adventure to unfold without losing the original notion of learning and "teaching, not preaching" as I like to call it. As a kid, Quellor gave me nightmares, but I never minded them quite as much. For me, he will ALWAYS rank up there with Darth Vader, or Sauron, or any of the great villains of all time. I echo many of your feelings about Quellor, Vincent, and I do think without him the series, particularly the second half, would have had a much different feel. Once again a great voice actor- Les Lye- brought the character to life as well. Some people compare him to Dr. Claw of Inspector Gadget- (The two series had the same executive producer- Andy Heyward) but I think Quellor's aura, while still evil, is much less crazy than that of Dr. Claw, and for that I am thankful. Someone hellbent on destruction with no logic or any other kind of emotion other than evil and anger.. (those were certainly Quellor's overwhelming emotions, but he was more complex) would have overshadowed the good lessons that Teddy was trying to teach. I think without Ken's input on the character we would have seen a much more vile villain leading MAVO. As said before, Ken wanted to keep the villains more like Tweeg and there is certainly an aspect of Quellor that is a failure as the MAVO leader (remember MAVO didn't take posession of the real crystals under his rule) But back to the voice... there was a human quality in that gruff vocal... when he would get exasperated at the low intelligence of Sludge and Drudge, when he would get angry at Tweeg... a villain living only for rage would have simply done away with such underlings... Quellor had much more human emotions dealing with those kind of things and the voice was perfect.

Trust me, you aren't the only one.
Adding on to Josh's comment, the only real power that Quellor has over MAVO is his Black Box. Without it, he's pretty much useless, unless he's channelling evil. I like seeing that in a villain. It keeps his from being too powerful, yet still gives his power when needed.
My favorite Quellor line:
"How can you fools be fooled by such a complete fool?!" - from "The Great Grundo Ground Race"
I laughed pretty hard at that.
