Oh my, he really is in rough shape, isn't he? Poor thing. Oh man, this is a tough one. Honestly, if it were me, I would resell it or offer it for parts. Sadly, Snoopy is a little difficult to work on and isn't the most well made of the WoW toys, as he was one of their last. You have options, but he definitely needs to have his fur washed. His fur is prone to shrinking a little in the wash, so a head up there. The little thing from his eye might be an egg sac from a roach. :c Sorry to say. It's a bit hard to see. I'd recommend getting from lysol or clorox wipes and wiping the whole toy down before handling him more. At least for your peace of mind! Make sure he's dry before attempting to power him on of course. You can always worry about deeper cleaning later. He does have a volume wheel like Teddy and it must be broken and pushed inside his body. I don't believe his tail moves. Blueoctopede has a few videos of him and possibly some of the only repair-ish videos. I suppose the real question is, have you worked on these WoW toys before and do you want to attempt to fix him? Sorry to say I've never worked on one so I'm not much help. I do have a working one I ran across for cheap on ebay, so hopefully you can fine one in just as nice of shape too! The prices might be spiking right now with the newest Teddy toy being out.

I've worked on all the WOW animatronic toys and Snoopy really is the hardest one on which to do repair work. When you open his head, you will find that the box housing the mechanism cannot just be pulled off as parts are stuffed into his large snout and jaw, and his ears. If you can, try to do the repair by simply maneuvering the sections of the plastic box housing the servos to get at them. Removing the entire head mechanism will mean opening the ears and pulling the snout and jaw parts out...along with the stuffing that will have to be replaced. In terms of the volume wheel, a Teddy wheel will not work as his has a longer neck. Finding a replacement will prove difficult. You may have to repair the one you have (assuming it really is in there.) When he is working correctly, Snoopy is pretty cool. His eye animatronics are subtle and unlike the other WoW toys, but the flapping ears make up for that.

To add to that, I want to say Dr. Eeyore mentioned somewhere that Mother Goose and Snoopy both have similarly long motor wires. So you may be able to use parts from her as well.
