Phil Baron was the voice of the English Teddy only. Those pictures are also of American merchandise. I once owned many Japanese version tapes, with books. The books are, strangely enough, written in English as well as Japanese... I forgot who voiced Teddy. It was a long time ago, and although I can speak Japanese, I do not think I ever checked to see who the voice actors were. The lyrics to the songs are slightly changed to sound better in Japanese, and some content of the tapes are added or removed. For example, there is a camping scene in The Airship, and the part where Teddy Ruxpin becomes more serious and talks about child safety at the end of The Missing Princess is removed (but "Let's Keep The World Safe" song is not removed). I believe All About Bears was the same. The television series was not successful in Japan, and Teddy Ruxpin himself is rather rare. So, I doubt there was any merchandise released for the Japanese market besides (most of) the tapes/books, and the outfits.

I don't think the JP books have a list of voice actors on the first page like the US ones do. At least, I've never been able to find one. I'd love to know who voiced everyone, though.

Not sure... But I have The Missing Princess, All About Bears, and Grubby's Romance in Japanese On Yahoo! Auctions, I saw Teddy Ruxpin's Christmas in a Japanese box and the test tape. The voice actor for the Japanese Teddy Ruxpin is Saki Fujita when she was 3.

3 years old? I doubt anyone could talk that well at that age.

Teddy Ruxpin's Christmas is exclusive to America...
And, 3 years old? I don't think so, it sounds like a grown woman doing a child's voice.
