I believe that this was a prototype outfit. Several prototypes were developed over the course of WOW Teddy's run, but were never released. The only way to get this outfit would probably be to make it yourself.

I know that you can get McCall's patterns for different Teddy outfits on Ebay, so you can make your own. You might can find one of those and use it as a base to make your own version of that outfit.
